Need Dragon Age:Origins tactics pro?

This is the tactic i have set up for my group healer(offensive spells aren't the best to use but I'm only level 8)

1. self:health %26lt;40% -- use health poultice:least powerful

2. ally:health %26lt;50% -- heal

3. ally:health %26lt;70% -- regeneration

4. Alistair:health %26lt;70% -- jump to 18

5. self:being attacked by melee attack -- mind blast

6. self:being attacked by melee attack -- drain life

7. self:mana or stamina %26gt;=50%: -- jump to 11

8. self:mana or stamina %26lt;50% -- rejuvenate

9. self:mana or stamina %26lt;10% -- use lyrium potion:most powerful

10. Enemy:target of Alistair -- attack

11. enemy:rank is elite or higher -- jump to 16

12. enemy:between medium and long range -- jump to 14

13. enemy:clustered with at least 2 allies -- jump to 23

14. self:mana or stamina %26lt;20% -- rejuvenate

15. enemy:any -- attack

16. enemy:any -- vulnerability hex

17. enemy:any -- drain life

18. Hero:health %26lt;70% -- jump to 20

19. enemy:any -- attack

20. self:health %26lt;70% -- group heal

21. leliana:health %26lt;70% -- group heal

22. enemy:any -- attack

23. enemy:not being attacked by melee -- flame blast

24. enemy:target of Alistair -- attack

25. enemy:any -- attack

For some reason i can't get #13 to fire true, regardless of how many enemies are clustered. I've tried changing #13 to 'self:surrounded by at least 2 enemies -- jump to 23' and i've replace the 'jump to 23' action with a pause but it never pauses. I also have a warrior that tries to use 'Sweeping Strikes' when more than 2 enemies are clustered or i'm surrounded by at lest 2 and can't get that to fire off either. Is this a bug and how would i get around it? Any ideas on why this isn't working?

any help would be appreciated.|||You clearly aren't doing it right - follow instructions!
